Lease Requirements Project: 20260160 - NEW SPACE REQUIREMENT - TERRACE, BC

The Province is seeking to secure premises that provide the best overall location, value, and functionality. Requirements may be met through a lease agreement using the Province’s standard form lease, with a target occupancy date of December 1, 2026, at the Province’s sole discretion.

The Province’s overall space requirements include approximately 8,350 – 12,900 sq. ft. (775 – 1,200 m˛) of office space and/or approximately 4,800 sq. ft. (450 m˛) of warehouse space for lease to be occupied by the Ministry of Forests and Water Land and Resource Stewardship. The premises must:

a. Be single-floor, single-tenant occupancy; or multi-floor, in a single or multi-tenant occupancy building.
b. Accommodate 70 staff and visitors, primarily in open office areas. (including offices, meeting rooms, storage, and break room); and
c. where applicable, have frequent access to warehouse space including a heated workshop and storage.

Proposals meeting these requirements are invited.

Proposal Flexibility: Proponents may submit proposals for one or more of the following configurations, as detailed in the RFLS:

• Office space only
• Office space with warehouse/storage
• Warehouse/storage with compound
• Compound space only

Proponents are not required to provide all components in a single proposal.

The Province may accept multiple complementary proposals to meet the overall requirement. Refer to the RFLS for full details.

Preferred Location - Premises must be located within the City of Terrace or an adjacent developed commercial area, with reasonable access for staff and clients; alternate locations may be considered at the Province’s discretion if they offer comparable or better accessibility and value.

Parking Requirements - On-site or within 305 m (1,000 ft): • Twenty-Six (26) fleet vehicles and twenty (20) staff vehicles

Parking must be well-drained, and well-lit, with 24/7 access for the full term of the lease. Cost of parking to be included in the lease proposal.

Lease Terms - Commencement of Rent: The earlier of:
• Completion of Tenant Improvements, or
• End of a Fixturing Period of up to three (3) months.
• No Annual Base Rent, Taxes, or Operating Costs are payable during the Fixturing Period.

Evaluation: In evaluating any proposals received by the Province, consideration will be given to the following four major components of the proposal:
1. Financial Proposals – 35%
2. Target Commencement Date and Fixturing Period – 5%
3. Use of the RPD (Real Property Division) Standard Form Lease – 20%
4. Real Estate – 40%
o General appearance, quality, layout, and upkeep
o Geo-boundaries and walk/transit score
o Area reputation
o Value and suitability of existing tenant improvements

Proposals must be submitted by no later than 2:00pm PST, June 23, 2026.

The Province reserves the right to negotiate any proposal and the lowest or any proposal will not necessarily be accepted.
